Housing provision for young families

The real differentiation of cities in terms of housing provision for their residents is even greater than the differences between the republics, because there is a strong averaging within the republics. The population of new cities finds themselves in the most unfavorable conditions, especially in areas of new economic development. So, in the Tyumen North (areas of oil and gas production), in the cities and towns of BAM and its zone, in Kolyma and Chukotka, and in many other places, a huge part of the population lives in barrack-type dormitories, residential trailers and beams.

Of the socio-demographic groups, urban youth are the worst provided with housing, more precisely, young urban families, the elderly and old townspeople are the best. The All-Union questionnaire survey of young urban families (those in which the wife is younger than thirty years old), conducted by the author in 1981 with the help of the large-circulation youth magazine "Smena", showed that the majority of young families were experiencing housing difficulties, and half of these difficulties were the biggest and most important of all that the family met in their life. It is rare for a beginner family to have normal housing from the very beginning, according to current ideas — a separate well-maintained apartment, at least one-room and small-sized. Newlyweds either live with the parents of one of the spouses (not always having a separate room for themselves), or rent a room (much less often an apartment) from private individuals, or live in dormitories (often for singles, that is, with separate spouses), or live in various kinds of ersatz housing (barracks, trailers, beams, summer cottages in winter, etc.).

The living conditions of young families improve very slowly as they age. On average, families receive "normal" housing by the time the wife is about thirty years old, many much later, when almost all children are born, when the family is desperate and tired of housing troubles. Such a housing situation of a young family has an extremely negative impact on many processes, in particular on the reproduction of the population.

The proposed housing reform is a huge undertaking. It affects literally every person. In such cases, real changes should be preceded by a valid (not formal, as is often the case) nationwide discussion of the problem. And before making changes to our housing legislation and the practice of housing provision in the country as a whole, it would be necessary to conduct an experiment on the scale of a small union republic or an administrative region.

Fundamental housing reform should become an important part of the complex of socio-economic reforms related to the transition to a market-type economy.
